Air conditioning is fundamentally a heat-transfer process. It does not create cold air; it removes heat and humidity from indoor air and rejects it outside. When the system runs constantly without satisfying the thermostat, it means the heat load entering the space exceeds the system's ability to remove it or the system's capacity has been severely compromised.

The most common causes are not always the most expensive ones. A proper diagnostic sequence checks refrigerant charge, airflow, electrical load, thermostat behavior, coil condition and building load before recommending replacement.
Systems do not consume refrigerant. If levels are low, there is a leak in the sealed system. This reduces evaporator coil ability to absorb heat and usually causes long runtimes.
Dirty coils, clogged filters, closed dampers or a weak blower can make a healthy condenser look undersized.
Oversized systems cool quickly without removing enough humidity, leaving the home clammy even when the thermostat number looks acceptable.

No. A lower setting does not make most systems cool faster. It usually just extends runtime and can hide the real airflow, refrigerant or envelope issue.
A Manual J load calculation is the right way to know. Runtime alone is not enough because airflow, charge, duct losses and humidity can create the same symptom.
